As of March 31, 2011, Chicago has special rules regarding the horses that pull carriages. They must be groomed daily, free from fungus or dandruff, and have a clean and healthy coat. They must also not work more than 6 hours in a 24 hour period. They must also be given a water and rest period of not less than 15 minutes for every working hour.

Stallions must not be used to draw carriages, without the prior written permission of the Executive Director of the Commission on Animal Care and Control.

Further, the carriage shall be equipped with a device to catch the horse's excrement, and with a container of urine diluting liquid, that is "eco-friendly, safe, recyclable, non-toxic, and non-harmful to people and property." The driver is responsible for keeping the liquid on hand, and using it as needed.
