The Internet does not have borders but laws do. We need the big brothers (google, microsoft, yahoo) to come together to pull on the same string. Solutions are there - Digital Signatures, Domain Keys - they just need to be supported by those companies. What do anti-spam laws help us if spam is send outside the US, for example from China.
